Environmental Consulting
Critical Areas and wetlands permitting, planning, and compliance. PGC Environmental Consulting is led by Dan Weber, Certified Wetland Professional In Training (WPIT) and a member of the Society of Wetland Scientists. We coordinate with owners, engineers, and jurisdictions to deliver field-verified documentation and clear permitting pathways.
Services
Critical Areas Reports (ECA / CAO)
Critical areas constraints can affect what is buildable, and what the permitting path looks like. We verify conditions, document constraints, and deliver a clear summary that supports planning and jurisdictional review.
- Site constraints summary
- Buildable area / setback implications
- Exhibits appropriate to the jurisdiction
- Recommended next steps for permitting and design
- Permitted vegetation management plans
Wetland Delineation & Rating
We delineate wetlands through field investigation and standard methods, then document results in a report package suitable for planning, permitting, and coordination with survey/engineering when needed.
- Field delineation + flagging
- Wetland boundary documentation + exhibits
- WA Ecology Wetland Rating Form
- Coordination notes for design/permitting
Permitting Support & Coordination
We keep the process moving by coordinating with jurisdictions, conservation districts, owners, and project teams. The goal is a clean path: the right documents, in the right order.
- Pre-application / scoping support
- Responses to reviewer questions / information requests
- Consultant/team coordination (survey, civil, architecture)
- Documentation and submittal organization

Recent Work
Powell Creek Community, Wetland delineation and rating (Thurston County, WA – Sept. 2025)
Field delineation using the USACE Wetlands Delineation Manual and the Regional Supplement for the Western Mountains, Valleys and Coast region, with classification/rating using the Washington State Wetland Rating System for Western Washington. Result: the wetland rated Category II. Powell Creek is categorized by Washington DNR as a Type F (perennial fish-bearing) waterway, with documented presence of fall Chinook, coho, sockeye, coastal cutthroat, and winter steelhead.
Approach
- Intake + scope: confirm regulations triggered by plans

- Coordination with local jurisdictions, conservation districts and engineers
- Practical recommendations aligned to site constraints
Additional Capabilities
- Noxious weed inventory and removal planning
- GIS analysis and mapping support
- Reforestation / restoration support
- Monitoring and reporting
Send the parcel/address and a brief description. We’ll respond with a clear path: likely required documentation, timing, and who needs to be involved.
